Those are the release notes for Catalyst 7.1 not Catalyst 7.11. However if you really one stuff from January you need to include a valid refering url when attemping to access the site. If you have a utility like wget you can use the command:

wget –no-check-certificate –referer=http://game.amd.com/us-en/drivers_catalyst.aspx?p=vista32/common-vista32 https://a248.e.akamai.net/f/674/9206/0/www2.ati.com/drivers/Catalyst_71_release_notes.html
